What is "too much traffic?". People will pile cars on it until it's so slow that people pick other routes. It seems completely weird to me to arbitrarily determine that one spot of "Centre Street" shouldn't be "busy".
And building a giant tower in the middle of said "Centre Street" is a bit odd too.
