So from a legacy perspective staying at Tottenham and solidifying himself as their best player ever, and "the one that stayed" might actually be the best bet. Break the goals record in that jersey too and say you did it all for one team.

Ya I think legacy is it, for him 1 trophy at spurs would probably mean more than 5 at city and he wants to back himself to do it
I still think it could go either way that he stays or goes, but that's my guess for the pull of tottenham
If I were him though I'd want in writing that Levy will spend x amount of dollars to match his ambition
I do think hed start at city though, playing deeper than haaland. Hes much more of a pep player, I think if you asked pep who would make his team better this year its kane, fits much better in his system.
