Well, there seems to be at least an implication that they're taking instructions from the government, which would impugn their integrity, as it suggests they're not independent and are in some way lapdogs.

I don't really understand your comment about a "definitive judgment", though. What is it that you think they're definitively judging? The statement is opposed to definitive judgment - i.e., stop alleging that something improper happened unless you have some evidence that shows that something improper happened.
