Spurs won't go out and throw a game to hurt Arsenal - they are professionals, not fans and they are in a real dogfight for the top four. I think City get the win - that's hardly going out on a limb, but as I've said in another post, they have the players up front to really hurt you even if they aren't in it for most of the game. While Spurs have been objectively poor this season, they have some very talented players that mean they are never really out of the game until the final whistle.
