Using Aikman above as an example, he was a first overall pick thrown into a Dallas team that went 1-15, and at one point lost 14 straight home games, and didn't even have their first overall pick the next year!

It is difficult to develop in a situation like that. Aikman is one of the few who have managed it. A lot of players would benefit from a few seasons at a slightly lower level, especially guys who were not super high draft picks. A developmental league might not produce more top 10 QBs, but I think it would likely increase the overall level of the bottom half QBs.
