Actually this definitely applies to mid budget adult action movies too.
For example when the studio agreed to make Live Free or Die Hard, they had so little faith in the franchise despite the success of DH 1-3, they insisted the movie be PG13 as a condition of being greenlit.
That’s the state of an adult R rated action movie like 15 years ago. It’s only gotten worse since.
