Konecny isn't a flash in the pan. He's led that terrible Philly squad in scoring in two of the last three seasons.
He is also a year younger than Mangiapane, signed for another two years at a lower cap hit than Mangiapane, he can carry the puck/lead the transition, and unlike Mangiapane, he doesn't rely on others to generate offense.
If Treliving's mandate is to win the cup right now, he's going to have to "spend money to make money" by ponying up a big package for someone good that can fit within Sutter's system and the cap situation.
