What he said. There is no bylaw against kids having fun with the snow assuming it's not in the middle of the sidewalk - this seems reasonable.
Fun fact, there is a bylaw provision for "skateboard and sports ramps" specifying the allowable dimensions of built structures in the rear setback. It excludes at grade features built out of soil and other materials from the allowable dimensions. In other words, snow "ramps" (forts, jumps, etc.) are completely permitted on your private parcel with no limits to size.
