I thought this was on purpose, not a hiccup. I.e. its not a mistake, its not a hiccup in the transition, he's purposefully skipping out on bills he doesn't want to pay, or just is, well, effectively trying to bully to get the terms he wants?
I do find the "its just a natural hiccup" line pretty funny though
