I hear you on the home phone, for us its that we have kids and always want a phone at home. Outside of 1-2 family members, it receives zero calls.
As for the TV, I say go for it and cut it. You can pay stream (netflix, amazon, disney +, apple, etc) but there is also decent free options. Kanopy (via the library here in Calgary), CBC you can watch any station across the country, Pluto TV just watched (lots of shows, just with ads) etc.
