The stack could have some value as there was effort and expertise putting it together, and Twitter is big enough that's it's not a plug and play system, but still yeah it's going to be a small fraction of the value. The expertise and relationships would have been some of the value but he's burned all that already lol.
As for rewriting everything, it kind of depends. Musk wants velocity, and your software architecture can definitely be an impediment to it. You have to do things a certain way if you want to deploy many of times a day seamlessly live.
It sounded to me like the guy was just trying to ask questions that would either show Musk knew what he was talking about or that he was just doing the manager hand waving that managers do when the tech people tell them something.
