Jazz issues are probably a factor, but I think it's at least plausible that pulling down Calgary is a quid-pro-quo for Westjet basically abandoning Toronto long haul flying.

Imagine if they operated like Shaw and Rogers (zero overlap). They'd both rake it in because the Canadian government doesn't allow foreign airlines to do Canadian domestic routes.
