Yeah, once they're in the final year of their contracts, they can be signed to extensions and can sign 8 year deals with whoever holds their rights at the time.
The only times a player can't sign an 8 year contract is if his last contract is expired and he is a UFA, or if he's traded after the trade deadline in the final year of his contract. There's also situations like Tkachuk, where his contract was expired but he was still an RFA, so he could sign an 8 year deal with the Flames but no one else.
