It might not come from the top either. I know nothing of Qatar politics, but I'd guess there are hardliners within the upper echelons that could take an unauthorized action like this.
There's a non zero chance he also actually got sick and died of something respiratory. ESPN is covering that he did write about being ill and it turning into bronchitis that required antibiotics. I don't know how much over zero it is, but I guess it's possible that this is a crazy coincidence.
This just reinforces that an event like this should never be in a country like this period.
