Using Cody's idol also keeps his remaining 'Jeanine idol' completely hidden for the next round. I Imagine he'll happily take all the votes against him next episode so he can play the idol and effectively pick whoever he wants to punt with his one vote. A masterful play and best I've seen in over a decade.

Cody had to give it back to Jesse to maintain the illusion that he and Karla were not using theirs. If he said he needed it, Jesse would know Karla would play hers, and Cody's plan to vote her out falls apart. He backed himself into a corner and I think he just didn't have time to think up a new plan, so he went with what he had. He also really trusted Jesse, and wasn't worried at all that he was a target.
