A really nice deep weather jacket (not vanity expensive like Canada Goose, just nice), gortex mitts, sorels, and fleece-lined wind resistant office-appropriate pants have made all the difference for me in weather like this. Means just switching out the boots at the office, but the actual time spent outside is at least tolerable if not comfortable.
