Probably because Covid is airborne and can stick around in the air for a while. If you're on your way to pick someone up (especially if they're vulnerable, or if you've been sick, etc) it's not a bad way to keep the airborne virus load down for that person.
Or maybe it's just easier for them to do that than to keep taking a mask on and off.
At least that's what I've figured the thought process was.
