And we need to remember this was all in the context of a new carbon tax, and this program was simply a measure to help people adapt.

Reading through the link it includes all residential programs for the EEA in that report. This includes the cheap light bulbs being sold, the green energy rebates, the energy efficiency grants, and the putting in lightbulb programs. Without further breakdown I’m not sure your conclusion above is true.
