He said it is something that has to be done gradually, but it sounded more like a we should have signed and so we will take the steps to sign it type of thing. Who knows though.

I think taking the steps to resigning would involve reopening it though, in which case everyone needs to sign again. Perhaps I'm wrong... any Constitutional Law specialists in the house? Could they just sign it, or does everyone have to do it all over?
