No offence to Winnipeg but the only reason why I don't want Toronto to steal another Grey Cup is because it probably means they stick with MBT which increases the likelihood of Bo to Sask.

I don't recall any specific rule; I remember in 2009 when the Grey Cup was in Calgary, they put temporary stands in end zones to increase capacity to something like 40k or 45k, but I don't believe they did that last time (in 2019).
