This didn’t actually happen in the way you describe. The explanation as to why the votes were allowed to count is not suspicuous and if presented fairly would make sense.

Generally it’s data entry errors or pre-verification data rather than individuals who don’t exist voting.

Remember the vote count is designed by republicans to be slow and generate conflict.
