It's roster space more than cap space.
With Kylington and Stone on IR, they have a full 23 man roster. Kylington has already missed enough time that they could put him on LTIR to free up the cap space to make a recall, but they can't add any more players without sending someone down and/or putting someone else on IR.
I assume they've been reluctant to put Tanev on IR because it would mean he'd need to miss a minimum of 7 days and they were hoping he could play in the previous games. At this point, he has already missed 7 days, so there's no reason to not put him on IR.
