There's a very easy rule to make and enforce:
If you use your hockey stick for a non-hockey purpose to injure someone, you get suspended. If it is directed at someone's face/neck, it should be a severe suspension. That should be the standard. It's literally assault with a weapon.
Violent cross-checking, slashing, elbows while in the heat of battle: those are defensible. After the play is over, away from the puck: there is no excuse.
