Originally, the entire 4km stretch from 20th Ave N to 4th Street SE was tunneled and they were willing to spend $550M/km for it.

But due to geotechnical issues the risk and cost has become too high and the river crossing from Eau Claire will use a bridge and be at-grade on Centre Street N. And there's still a good chance that they still won't have enough money for that section, which is why it's Phase 2 of Stage 1.
