I'm not sure what the line is, I don't run the system. I think acceptable is getting through the waiting room in under 2 hours to see a doctor, or at least a nurse to start a workup for most issues. The problem with the ER isn't that the ER is not staffed well enough, it's just a result of the failure of all the other pieces of the system. Fix that, and the ER issues start to go away on their own.
