Apparently the Coyotes have offered even more concessions that make this agreement a no lose for the City which is probably why the City of Tempe may go the route of a public vote. It's so good that it's almost a sure bet that it'll pass, even better than the previously announced proposal that still garnered 60% of the populace to approve.

So city council wants citizens to vote on a no lose proposal? Why?
I’m guessing it’s not as no lose as you believe and sounds like the question is whether the Coyotes have the financing in place to support their promises.
