It sucks but I wouldn't get caught up in that. There's been may events run by dictatorships. Sochi, Beijing twice. Rio (world cup and olympics) was a cluster####. China is never going to host a world cup which is saying something. The stuff behind the scenes there are indescribable.

Both Korean World Cup and Olympic were a shambles with direct cheating on the field.

So my advice is just enjoy the sporting side moreso than the venue.

The 1988 Seoul Olympics was staged by one of the worst military dictatorships in history.
