Because the Flames' original owners were good at many things, but they had never hired a GM and had no idea how to go about it. So when Fletcher left they promoted Risebrough because he was already on staff, and when they fired Risebrough they promoted Al Coates because he was already on staff.
Then they fired Coates and nobody was left on staff, so they hired… Craig Button.
