For reference, I work for a firm that (semi) recently added a second rink to a BCHL arena. The building is obviously significantly less complicated than a new NHL arena would be.
It took 1 year to go from signing the fee agreement to getting into the ground.
It then took another 1.5 years to go from breaking ground to opening ceremony.

Timeline doesn't really need to be longer for a bigger more complicated project, a lot of the steps take the same amount of time, you just have bigger crews. Depending on the site and the construction plan, I think somewhere between 1 and 2 years is realistic for the construction phase of a big sports venue, and the preconstruction phase should be a good half year on top of that. Like you said though, not happening in 1 offseason if they want it in the Saddledomes footprint, the vic park stampede lots seem a lot more realistic, if they need to keep an NHL rink in operation during construction.
