For reference, I work for a firm that (semi) recently added a second rink to a BCHL arena. The building is obviously significantly less complicated than a new NHL arena would be.
It took 1 year to go from signing the fee agreement to getting into the ground.
It then took another 1.5 years to go from breaking ground to opening ceremony.

oh ok, so probably looking at 2-3 years to build, i just wasn't taking into consideration if you demo the dome, the teams would have to move, makes more sense to build at different location and the teams play in the dome during construction.
