I think it's a dumb suggestion either way, but I am just wondering what they are actually saying. The former is dumb because no country would want to irradiate their own land, occupied or not. The latter is dumb because Ukraine is holding their own and would lose a lot of goodwill if they did it, even in Russia where Ukrainian sympathizers could play an important role in a future regime change.

No way is Ukraine interested in it. But Russia would use it on Ukrainian soil, and say the Ukrainians did it. They would probably use it against a Russian-allied target, maybe a population of pro-Russians. Seems unlikely to me to be used on actual Russian forces.
But propaganda inside Russia would turn that into a rallying cry for what is - as of now - a pretty hopeless strategic disaster. It is only a matter of time before internal pressure mounts to perilous degrees for Putin. But not if Russians believe in the righteousness of the cause. A successful false flag using a dirty bomb might galvanize the Russian populace.
It's taking the ridiculous "anti-Nazi" pretext for the war up several notches. Just like the unifying theme of defeating nazis, defeating a Ukraine that is using radioactive/nuclear tactics reestablishes Russia's moral standing in the eyes of its populace, and prepares them for what could be even more painful sacrifices to come.
