He was drafted after playing 2 seasons in the USHL, which is typically the feeder league for the NCAA. If he became a college player within 2 years of his draft, the Oilers would have held his rights for a minimum of 4 years. However, he went back to Czechia and played in their men's league for the 2 seasons after his draft, so his rights were treated like a player drafted out of junior, which is only 2 years.
Strangely enough, if he had been drafted after a season playing in the Czech league, they would have held his rights for 4 years as a European pick.
