There's hundreds of reasons a person might not want to report to the police. I mean there was this little
movement that occurred pretty much because of the prevalence of sexual assault and the reluctance to report or discuss it.

But sure, you say an alleged rape victim "should" do this or that. Super easy when you're not the one raped, won't have to face the repercussions of being outed, shamed, humiliated, threatened, retraumatized.
This could just be the case of a person, who was clearly not seeking fame by remaining anonymous or money through a frivolous claim, felt the need to speak up against Cole to protect any potential future victims. Or just get it off her chest. That doesn't mean she needs to go to the police, likely get outed (remember Beach was also anonymous until everyone had found out who he was) and then have nothing happen to Cole because there is no evidence.
Could be a troll too. Sure. But the whole
she should totally have done this to appease me specifically but because she is not acting how I want a victim to act by parading herself for my viewing pleasure, then I don't believe her is part of the reason these victims don't want to go to police and face the scrutiny from a bunch of neckbeards.
