I think its actual purpose is to invalidate a lot of the early testing that has been done on 4090's rather than provide any useful information to consumers in its own right about "AMD vs Intel".
Presumably a lot of testing that reviewers are doing using their own test benches is basically in contrast with a 3090 or 3080ti, and for those cards, DDR4 with a 5800x was generally good enough even at lower resolutions. But because the 4090 is capable of more, that test bench setup will lead to lowballing the 4090's capabilities in certain games. Even the 12900k is probably underselling it at 1080p for some of those titles.
Again, though, the utility of that information is questionable when you ask, "who the hell is shelling out for a 4090 to play games in 1080p or even 1440p". The answer is not very many people.
