The Roman emperor Vespasian, in a fiscal crisis, put a tax on public urinals. His son Titus complained that it was an undignified way to raise revenue. Vespasian took a coin that had been collected with the new tax, held it under Titus's nose, and said: ‘Does it smell, kid?’
The money never smells bad enough to make them give it back.
