In Calgary the dividing line is the service shut-off valve. Anything on the 'house' side of the valve is the homeowner's problem, no matter where exactly the line goes. E.g. if the property is serviced from an alley and runs underneath a detached garage (like my house...), all of that run under the garage and back yard is the homeowner's problem.
