No they don't give them funding directly. More like support for training coaches and staff, possibly some grassroots stuff. I think HC provides insurance for the organizations, so the players and coaches/volunteers are covered. At least that was what my national federation did when I ran a non-profit sports association.

I would think it would be similar. Also, HC would host major tournaments obviously. But direct funding to individual players? no, all registered athletes in hockey across Canada who are members in that province would have to pay HC. It is a lot of money annually that should be stripped until HC can get their act together.
