I can see Phillips being waived because he is very unlikely to be claimed right now as there are so many players on the waivers. They might want to see if PTOs and Ruzicka (who is more likely to get claimed than Phillips) can make the team as you can’t just waive PTOs, they might still give Phillips a chance a bit into the season
