I think you're misreading it. The LNR and DNR voting for seceding into Russia is either the breakaway regions forcing Russia into more support or more likely, Putin trying to change the narrative from "liberation" which is failing to the narrative of "defending Russian territory". Either way it forces his hand to make more drastic measures ie. conscription and mass mobilization.
