I don't know about other countries, but in Canada there is an exemption to this in the case of prostitution. Also, for anyone who is in a position of authority over the victim.

Individuals under 18 years old cannot consent to sex where:
  • The other consenting party is in a position of trust, authority or there is a dependency on that person
  • There is an activity of exploitation (i.e. pornography, sex work/prostitution).

This feels like one of those knowledge vs. wisdom things. Knowledge is knowing that having sex with a post-pubescent minor is not technically pedophilia. Wisdom is not pointing this out otherwise people will wonder why you care so much.
