IF he really means stopping the war - and this is big if - I guess it is a move to break up before Ukraine takes Crimea. Russia pulls out, declares thàt fighting stops, and thus Ukraine would have to choose to either sign peace and rebuild itself or start another fight to conquer Crimea. If Ukraine goes for Crimea after Russia gives up, that would give Putin a reason to declare a war, mobilization and all. Also he may hope that the west would be less united in supporting Ukrainian efforts to retake Crimea after Russia gave up on Donbass and pulled out.
