I've spent almost every Christmas in California for the last decade, and while it's an amazing change of pace from Canada's winter, I rarely even wear shorts that time of year because it's a bit too cold, particularly with the breeze on the coast.

As long as the sun is out I'll be in shorts and a t shirt and my kids will be playing in the water. They may not be swimming but they'll be waste deep splashing around. Plus global warming means it could be unseasonably hot.
