You cannot "renew" a passport. The procedure is the same every time you apply for a passport, regardless of whether your current passport is expired or not.

Download the forms online, but take the completed forms in person to Harry Hays when you're done. It's a much quicker turnaround than mailing, plus the people can tell you if there's a problem with the app right away (ex. photo).

You will need a new photo, make sure you go to a place that clearly understands the requirements and can measure/size the photo before you leave to ensure it meets the strict requirements. I had mine done at AMA, they did a good job.

Also, you don't need a passport if you're a Canadian driving to the US. It's only for flights right now. The driving requirement kicks in Jan 1 2008 if memory serves.
