I would think the negligence would fall on the manufacturer ultimately. Suppliers make mistakes and it falls on the manufacturer to do due diligence when they receive parts. I haven't been involved in the manufacturing of aircrafts or helicopters but I would assume virtually all structural metals purchased from suppliers would require MTR's and NDT on any welded parts.
