Not really. It's just a division with four really good teams and four really bad teams, and they are one of the really bad teams.
Sagarin's strength-of-schedule ratings, which I find to be pretty accurate, made the Central the toughest division last year and the Pacific the weakest, with the two Eastern divisions right in the middle.
