I was testing the waters with racing over in Germany when I was over there in 2020 and the bureaucracy with racing licenses is amazing, just like everything else in Germany. Every level from entry to f1 is a series of licenses and experience. In some ways it made sense because in the sportscar races you can be running your entry level bmw in the same race as Lamborghinis so you need to know the etiquette but it makes for a long expensive climb through the ranks.
