This makes way too much sense to be ignored.
Chicago paid more in salary to Keith than cap for the years they had him. How anyone could suggest that they shouldn't pay the price when he retires a year early is beyond me.
Now, I expect that if cap meant anything to Chicago this year, Keith would not have retired and saddled them with the extra cap.
