It's complicated as everything is so fluid throughout the year.
All CPL clubs need to have 3 Canadian U21 players on the roster at all times throughout the season. Players on standard and USports contracts count towards that 3, but players on Developmental contracts don't. So Kaiser counted but Rogers and Harms do not. So this time of year clubs are juggling things as the USports players leave their clubs to go back to school.
Without knowing the actual contract situations of Ntignee and Smith-Doyle, I would assume these are contracts until the end of the year plus a club option, and are just warm bodies to meet the roster requirements for the rest of the year.
