I'd like to see the bar set really high, it should really mean something. My criteria would be:
- Exceptional achievement as a Flame
- Long tenure
- Mostly remembered for his time as a Flame
- Remained on good terms

Gio is a maybe - going from undrafted to Norris-winner is a pretty big achievement, he spent most of his career here, and it wasn't his decision to leave.

I can see an argument for Kipper - high level of peak success, though his tenure wasn't super-long.

The rest I don't think should be retired, MacInnis is the only one close.
