I think there are a few criteria.

1. Primary success and tenure is with the team.

2. Someone the franchise is comfortable with being an ambassador for the team "forever".

3. A player who wants to be an ambassador for the team.

All three need to be slam dunks. I am glad that a jersey retirement is such a big deal in Calgary, and is more of a once in a generation sort of thing.
